Project Summary: MSI is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the GOI’s public institutions in order to improve services delivery processes through better governance and resource management approaches.

Position Summary: As part of Tarabot's Administrative Decentralization team, the Quality Assurance Advisor will oversee efforts to improve GoI service delivery as part of the administrative decentralization process at the national and provincial levels. This is a full-time position based in Baghdad, Iraq.

RESPONSIBILITIES:

• Work with Iraqi ministries, governors' offices, and others to carry out assessments to identify organizational or systems weaknesses and bottlenecks that reduce effectiveness of service delivery.
• Ascertain the maturity of designated service processes, identify the efficiency of the processes in relation to time and resources, and assess the effectiveness of the given processes through tools such as customer feedback, quotas, and relevant international benchmarks.
• Create comprehensive service delivery improvement plans that are based on clear objectives and make use of internationally-recognized standards (ISO9000, other international service delivery benchmarks) and tools (such as those developed by Six Sigma, ISO, or OSTP).
• Employ the principles of Total Quality Management (TQM) to promote an organization-wide culture of continuously improving quality within the target organizations.
• Assist civil servants in the targeted public institutions to reach these target goals through on-the-job training, coaching, mentoring, and other forms of professional development.
• Continuously assess the performance of targeted public institutions and recommend corrective changes and alterations to strategy to correlating GoI upper management if necessary.
• Design and implement work plans that reflect programmatic goals and demonstrate a vision for stronger long-term capacity in the targeted GoI institutions.
• Prepare summary analytical and research reports for presentation to GoI decision-makers on ways and methods to strengthen their organizations and processes in order to improve execution of capital investment projects and the delivery of services.
• Develop, maintain, and manage contacts with officials from the GoI in a professional manner, and to serve as a direct liaison of the project when called upon.
• Transfer technical skills and knowledge to subordinate Advisors and Specialists to ensure the provision of services of the highest quality to the GoI entities.
• Prepare summary analytical and research reports for presentation to GoI decision-makers, USAID, or project management.
• Monitor progress of the Organizational Development team to ensure that all milestones set in the annual work plan are met, and develop mitigation plans to reduce setbacks plus take corrective actions to fix any deviation from work plans.
• Meet all reporting requirements as stipulated by the AD component leader as well as meet all USAID reporting requirements.
• Provide ad-hoc reports as requested by program superiors and USAID.
• Facilitate active communications and collaboration between various departments and management.
• Attend regular project meetings as well as ad-hoc or special meetings as necessary.

QUALIFICATIONS:

• Advanced degree in Public Administration, Management, Engineering, or related field.
• 7+ years of progressive experience in the field of quality assurance, organizational development, or systems development.
• Extensive knowledge of the theoretical background and practical aspects of quality assurance, such as the points of TQM and the principles ISO9000.
• Ability to manage a broad, multi-disciplinary team that spans cultural and ethnic boundaries.
• Proven track record of establishing and nurturing relationships with government officials in order to successfully negotiate solutions and work plans in politically complex environments.
• Demonstrated sensitivity to the local culture of Iraqi officials and staff as well as a strong understanding of the Iraqi government bureaucracy and protocol.
• Proven willingness and ability to work in harmony and with respect to superiors, subordinates, colleagues, donors and a variety of partners and stakeholders from the GOI in order to meet the goals of the component as well as the larger overall goals of the project.
• Well-versed in all facets of the Microsoft Office suite of software, including Word, Excel, Powerpoint, and Outlook.
• Excellent spoken and written English language skills.
• Professional proficiency in Arabic is highly desirable, prior Iraq experience is beneficial.
• Familiarity with USAID requirements and protocol for reporting, branding, and performance.
