Project/Proposal Summary:
The Iraqi Ministry of Health is currently engaged to move forward with stabilizing and reorganizing its health services. Ensuring access to routine, high quality and equitable healthcare has emerged as a critical need and the Government of Iraq is committed to improving the quality of primary healthcare (PHC) services. To assist with these efforts, USAID’s Primary Health Care Project Iraq (PHCPI) has been designed to support the Iraqi Ministry of Health (MoH) to achieve its strategic goal through putting in place key building blocks to support the delivery of quality PHC services at the community and facility levels. Within this framework, PHCPI includes three components: 1) Strengthening Supportive Management Systems and Processes, 2) Strengthening Quality Clinical Care, and 3) Building Community Partnerships for PHC. These components, separately and together, will assist the Government to implement quality care for its population and improve the efficiency and effectiveness of PHC services. The Community Partnership component focuses on: 1) patient rights; 2) establishing effective behavioral change strategies with clients that foster healthy life style practices; and 3) developing and working with civil societies and other community groups to effectively link with PHCs. The PHCPI will last 4 years. The Health Commodities Management Specialist is local position. The assignment is for (1 year) with possibility of renewal. The selected candidate is supposed to start as soon as possible.

Position Summary:
The Health Commodities Management Specialist will work primarily on supply chain issues in collaboration with the MOH and other advisors. In relation to these issues the Specialist will develop supply chain policies and procedures to support a system of medicine quantification, procurement, warehousing, inventory management, ordering/issuing and distribution. They will also support supply chain capacity building efforts and ensure that systems and processes are in place to guarantee the continuous availability of key health commodities at PHC facilities.

• Work with other advisors, such as the HMIS advisor, for the development and deployment of appropriate logistics management information systems that support the planning and monitoring of supply chain operations;
• Provide technical assistance to the MOH for the quantification of critical medicines and products including the establishment of information systems to assure availability of data necessary for adequate quantification;
• Participate in identifying and prioritizing capacity development activities for strengthening national and regional level pharmaceutical supply chains, and building expertise in monitoring and supervision in collaboration with the MOH and other relevant team members and partners, and the development and implementation of appropriate training and supervision programs;
• Provide technical assistance to assess current pharmaceutical management practices, and develop action plans and recommendations to address priority issues to improve effectiveness of related supply chain;
• Provide TA to strengthen/develop standard operating procedures for inventory management and other aspects of supply chain management that will assure the availability and quality of medicines and other commodities;
• Identify public and private sector supply chain management models and recommend possible complimentary and/or collaborating opportunities through a public private partnership (PPP) which will increase efficiency of service delivery while strengthening the emerging role of private sector in health;
• Assess training needs with the capacity Development Advisor regarding specific supply chains for major diseases and programs as defined by the MOH to address key challenges in current supply chain management and pharmaceutical logistics;
• Develop with the MOH a protocol to assist immunization providers in Iraq with the storage and handling of immunizing agents and biologics;
• Design and develop with the MOH a National Vaccine Storage and Handling Guideline for Immunization Providers to increase health care provider awareness, understanding and compliance of appropriate storage and handling requirements and procedures.

• Master’s degree in pharmaceutical sciences, nursing, allied health and/or public health.
• 10 years of relevant experience in pharmaceutical/Lab management, public health, specifically in Iraqi MOH facilities.
• International experience in a similar setting required.
• Excellent writing and interpersonal skills.
• Fluency in English and Arabic and possession of Iraqi citizenship is required.
