The Iraqi Ministry of Health is currently engaged to move forward with stabilizing and reorganizing its health services. Ensuring access to routine, high quality and equitable healthcare has emerged as a critical need and the Government of Iraq is committed to improving the quality of primary healthcare (PHC) services. To assist with these efforts, USAIDs Primary Health Care Project Iraq (PHCPI) has been designed to support the Iraqi Ministry of Health (MoH) to achieve its strategic goal through putting in place key building blocks to support the delivery of quality PHC services at the community and facility levels. Within this framework, PHCPI includes three components: 1) Strengthening Supportive Management Systems and Processes, 2) Strengthening Quality Clinical Care, and 3) Building Community Partnerships for PHC. These components, separately and together, will assist the Government to implement quality care for its population and improve the efficiency and effectiveness of PHC services. The Community Partnership component focuses on: 1) patient rights; 2) establishing effective behavioral change strategies with clients that foster healthy life style practices; and 3) developing and working with civil societies and other community groups to effectively link with PHCs. The PHCPI will last 4 years. The Environmental Health Specialist position is local position. The assignment is for (1 year) with possibility of renewal. The selected candidate is supposed to start as soon as possible.
The Environmental Health Specialist will work primarily on quality improvement and risk management issues and will handle different activities related to these themes. The Specialist will supervise or participate in inter-divisional efforts to implement and monitor departmental programs and studies. Additionally they will provide consultation and develop and deliver training packages to enhance environmental standards in company and contracted healthcare facilities.

Coordinate with TAG and project advisor to review and update MOH systems for water, sewage/sanitation, medical gases, solid waste management (both medical and non-medical waste);
Assist in the development of a Handbook of Quality Standards and Operational Guidelines for Management of Primary Care Clinic;
Coordinate with Capacity Building Advisor to develop sustainable institutional capacity within the MOH to successfully implement the policies, guidelines, tools as provided in the Management Handbook related to healthy environment of the clinics;
Survey health care facilities and conduct targeted environmental sampling to establish compliance with environmental standards and in contract compliance;
Support district health management in using improvement collaboration to strengthen the implementation of policies and procedures and operational standards relating to the environment of care;
Evaluate proposals for construction of new facilities/services in healthcare environment from design and environmental infection control point of view;
Assist MOH and DOHs in improving infection control through environmental policies;
Prepare and deliver presentations on a variety of environmental health, environmental infection control, waste management, water safety as they relate to healthcare operations;
Perform targeted environmental sampling in healthcare facilities. Interpret the results and advise MOH/DOHs, on necessary controls/modifications to utility systems to alleviate problems. Regular sampling programs include: potable water, dialysis unit water sampling and ice;
Work with the Research Advisor to conduct research, utilizing information technology to update knowledge and to assist in evaluation of problems and observations arising from field activities;
Review and update policies and procedures relevant to environment of care in healthcare settings.
Masters degree in nursing, allied health and/or public health community medicine.
10 years of relevant experience in public health, specifically in Iraqi MOH facilities.
International experience in a similar setting required.
Excellent writing and interpersonal skills.
Fluency in English and Arabic and possession of Iraqi citizenship is required.
