Project/Proposal Summary:
Management Systems International is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the Government of Iraq’s public institutions in order to improve service delivery processes through better governance and resource management approaches.

Position Summary:
The Automation Advisor will assist project management with the setup and running of IT services for the Tarabot program at various sites within Iraq. This is a full-time expatriate position based in Baghdad.

• Provide an interface with the IT systems employed within the Government of Iraq Ministries; providing support and assistance; and help to deploy newly developed systems in line with existing or new legislation.
o Help advisors develop comprehensive solutions to automation requirements on behalf of their GOI clients. Support development of hardware and software requirements, the tendering needs of clients and any technical assistance needed.
o Where appropriate utilizing existing IT hardware, software, services and existing relationships with third parties.
• Provide continued management and support to the internal IT Department, to ensure that it meets the needs of the Tarabot program.
o To ensure that the various systems run within normal and accepted bounds; to provide an agreed Service Level Agreement (SLA) for the various systems and ensure that this is adhered to.
o To provide Key Performance Indicators (KPI) to allow IT services to be assessed.
o Provide IT services to the various consultants employed by the Tarabot program.
o Provide, where appropriate, access to newly developed systems that streamline and simplify required tasks, thereby providing time and/or cost savings.
o Develop links to external IT companies and build on those relationships.
o Providing mechanisms to keep track of existing equipment deployed under the Tarabot program and ensure that the systems being used are kept up to date and where appropriate are replaced in a timely manner.
o Provide monthly progress reports to describe work accomplished; work currently underway and work anticipated. In addition, maintain a risk log.
• Provide a comprehensive, well thought-out and reliable interface with the MSI systems in Washington; liaising with MSI’s home office IT department.

• A strong background in software design and project management.
• Significant experience with all current database programs in common use in Middle Eastern government offices, with an emphasis on Oracle.
• Demonstrated leadership skills.
• Commitment to live and work in Iraq; Preference for individuals who have worked in developing countries under difficult conditions
• Complete fluency in English.
