We are looking for our long-terms projects in Gaza Occupied Palestinian Territory for a
Field Coordinator – Child labour project

Project Duration: 24 months
Position Start Date: 1st October 2011
Position Location: Gaza
Supervisor: Country Representative, Terre des hommes Foundation, oPt
Type of Posting: unaccompanied

Contractual Conditions:
Swiss salaried contract: 3’541 CHF (~2700 €) 4’677 CHF (~3’500€) / month according to experience x 13. Annual Leave: 25 days per year. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight. Details of conditions and advantages

Mission:
The Field Coordinator has a range of managerial, operational and technical responsibilities, ensuring the implementation of the project: “Protection of Vulnerable Children Victims of the Worst Forms of Child Labour in the Gaza Strip, oPt” and keeping consistence with the overall Tdh strategy.
The Field Coordinator is responsible of the timely and result oriented implementation of the project by managing the resources (human, logistics and financial), providing necessary support to the team, working closely with local partners (Beit Lahiya Development Association – BLDA – and Democracy and Workers Rights Center – DWRC), representing Terre des hommes in front of other stakeholders and the local authorities, identifying potential problems or delays and proposing solutions, monitoring and evaluating the activities and continuously analyzing project objectives achievement and results.
The Field Coordinator works as the technical referent for the child protection activities in the Gaza Strip and ensures staff training and field coaching.

Coordination:

Manage coordination, administrative and logistic support aspects of the Gaza base. Act as focal point for all Tdh mission aspects, including support to local partners, relations with donors, as well as for security in the district.
Built up the collaboration with the Ministry of Labor (MoL), the Ministry of Social Affairs (MoSA) and the ministry of Education and Higher Education,(MoEHE) main referents for this project in the North Gaza Governorate.
Elaborate and monitor the implementation of the Memorandum of Understanding between TDH and MoL / MoSA.
Reinforce the coordination inside the Child Protection Network and communication between all actors national and internationals engaged in promoting child rights and protection and assure their collaboration to the projects activities and objectives achievement. .

Partners:
Elaborate the MoU with the project partners and monitor their implementation:

BLDA – is the referent for the CBO facility focal point against Child Labour, located in Beit Lahiya and with its staff participate to the implementation of the activities.
DWRC – is in charge to develop the research on the worst forms of Child Labour in the Gaza Strip and to disseminate the results to local and international stakeholders.

Program implementation:

Assure the drawing, organization, implementation and monitoring of the project activities in North Gaza Governorate in terms of CL technical support, methodology and tools in collaboration with the Anti-Trafficking/Exploitation Resource Person based in the HQ.
Organize the staff recruitment and ensure that they are properly inducted, trained and oriented to carry out the activities.
Develop a work-plan for the project and coordinate its implementation with the team.
Elaborate the project monitoring tools and reporting system.
Organize and supervise the rehabilitation works of the CBO focal point against Child Labour in Beit Lahiya in collaboration with BLDA Direction and Tdh field Logistician and Field Administrator.
Organize, in collaboration with the project staff, and supervise the activities implemented in the CBO focal point against Child Labour in Beit Lahiya.
Organize, in collaboration with the project staff, and supervise the micro-projects livelihood activities implemented with beneficiary families.
Organize and supervise the community and school-based activities according to the project documents.
Ensure, in collaboration with the project staff, a constant and tangible participation of children as well as parents and schools personnel through all project’s activities.
Develops the community-based strategy against Child Labour in collaboration with the staff and maintains links with community stakeholders, making sure they are consulted and actively participate in the activities design and implementation.
Participate to the elaboration of ToR for the DWRC research on Child Labour, work as a technical referent for DWRC during its implementation and participate to the dissemination of the results.
Share all relevant information with the team and liaise with the main TDH office in Jerusalem.
Organize Anti-Trafficking/Exploitation Resource Person’s missions in Gaza

Training and coaching:

Develop training needs analysis, appropriate training materials and trainings tools for Tdh and BLDA staff, according to project documents and Tdh methodology in order to promote knowledge about Protection from Child Labour and community mobilization and/or organize external trainers’ intervention.
Organize and implement coaching sessions for Tdh and BLDA Social Workers according to project documents and Tdh psychosocial/Child Protection methodologies and policy.
Train Tdh and BLDA staff on livelihood analysis framework in collaboration with Child Trafficking Resource Person and coach the staff during the implementation of the livelihood micro-projects with beneficiary families.

Evaluation and assessment:

Participate to the yearly internal evaluation in collaboration with the Anti-Trafficking/Exploitation Resource Person.
Enforce the needed adjustments to the project strategy.
Develop possible synergies with the other Tdh projects in oPt.
Ensure ongoing documented evaluation of the humanitarian situation and participate to situation analysis related to protection needs of children and youth in the oPt.
Participate in the design of new projects and activities, evaluates possible new partnerships opportunities and participate in the elaboration of the child protection strategy of the Delegation.

Logistic, Administration and Finance

Implement Logistic procedures in collaboration with Tdh Field Logistician.
Organization of the material resources (vehicles, office)
Responsible of procurements according to Tdh Logistic guidelines
Contract and equipment follow up
Manage the Human Resources of the project according to Tdh Staff Regulation
Inform the Field Administration of every changes in the staff composition (recruitment, end of contract, holydays etc.)
Implement administrative procedures according to Tdh Admin guidelines.
Responsible of the project budget
Responsible of the monthly forecast for all the duration of the project in collaboration with the Field Administrator.
Undertake monthly review of expenditures and budget allocations.
Participate in activity and financial annual programming with the Administrative Coordinator and the Country Representative.

Reporting:

Provide monthly situation reports to the Delegate.
Produce all necessary reporting and proposals for donors (CBD and/or AECID) and HQ.

Representation:

Ensure formal and informal contacts with local authorities at field and central level and other relevant agencies active in the Gaza Strip.
Participates to INGO as well as Authorities coordination meetings (MHPSS, Protection and Education Clusters)
Ensure contacts with donors’ representatives in particular for the follow up of activities and development of next projects phases

Security:

Commit to respect the Tdh security plan and to collaborate to its updating.
Provide the team with regular security updates.

Child Protection Policy:

Commit to respect the Child Protection Policy.
Commit to ensure the best implementation possible of the Child Protection Policy in oPt
Commit to inform the head office and to deal with any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy

Education:

University degree in Social Sciences/Economy or similar education
Master Degree or PHD in Child and Youth Studies

Experience:

Working experience in Islamic countries
Working experience in similar positions
Significant background as manager and team leader
Working experience in livelihood micro-projects and child protection projects

Knowledge, skills and abilities:

Strong interpersonal skills and good coordinator, is used to work in difficult and demanding circumstances.
Good level of IT tools management

Languages:

Fluent in oral and written English
Fluent in oral and written Arabic a plus
