Job Description


In the political goals of Guinea-Bissau, education plays a strategic role in sustainable development and the fight against poverty. Like the other signatory countries to the Policy Statement on Education for All, Guinea-Bissau established a National Plan of Action Ė EducaÁ„o Para Todos (MEN 2003:7). In this context, the work performed in recent years by FEC, with co-financing by IPAD (Instituto PortuguÍs de Apoio ao Desenvolvimento) - the Portuguese Institute for Development Support - and in partnership with the Catholic Church, GB Plan, Action Aid UK and SNV - Dutch Cooperation, has been identified as very positive in supporting the various education systems existing in the country, in primary and pre-primary education.

Overall, local organizations have special difficulties to incorporate and sustain the dynamic development initiatives driven by cooperation, compromising their sustainability. The structure of the Catholic Church stands, on this matter, as the only one apart from the Guinean state, with national implementation and ramifications on communities in areas such as education, health and even in some productive sectors. Being the sustainability of actions, one of FECís central concerns, its working dynamics is directly and indirectly connected to the organizationsí capacity building.


To coordinate and develop FECís cooperation program in Guinea-Bissau. The country program coordinator will be responsible for identifying and implementing projects in line with the strategic guidelines defined by the Department of Cooperation.


Reports to the Department of Cooperation Coordinator. Coordinates the Guinea-Bissau team.


A) Design of training and intervention programs:

Supports the design of the needs assessment models and the development of their data collection instruments;
Identifies the needs for intervention with partners and target audience;
Pro-actively searches for projects financing new opportunities through the relationships development with the active donors in the country and the submission of new project proposals;
Formulates projects in accordance with the Project Cycle Manual and prepares the application forms adapted to the funder;
Identifies FECís staff training needs in Guinea-Bissau in order to implement the cooperation program and ensures that procedures are implemented to support each one professional development, within the context of FECís objectives;
Coordinates the design of intervention programs, including the annual schedule of activities.

B) Interventionís technical, administrative and financial development

Implements the staff hiring process for FECís cooperation program, in close coordination with the Department of Cooperation;
Streamlines the Planning and Evaluation Office of Caritas Guinea-Bissau;
Co-coordinates the scientific journal of Portuguese language and education in Guinea-Bissau;
Coordinates the intervention team functioning, in conjunction with project leaders, setting guidelines and ensuring the effectiveness of the duties and responsibilities contained in each function term of reference, as well as the regular project activities progress and the targets set achieving;
Establishes the intervention resources needed, in collaboration with the team;
Ensures that relevant results, best practices and lessons learned through projectís continuous evaluation are disseminated among the project staff and partners, in order to meet FECís, beneficiariesí and donorsí quality requirements;
Collects and analyzes different sources of information. Interprets and provides trends and, together with the Department of Cooperation coordinator, uses these results in the development and improvement of FECís project management;
Ensures the maintenance of a register and file system with key documents according to the financial audit requirements, in close liaison with the accountant;
Ensures regular communication with the Department of Communication, in Lisbon, and submits monthly activities reports of Guinea-Bissau in accordance with the models established;
Accompanies and supports the implementation of measures to promote the development and the quality of life of Guinean people, within the partnerships established by FEC in Guinea-Bissau;
Ensures the proper organization of the teaching and administrative files related to its area of ​​operation, always allowing a quick search for any physical or digital document produced under the intervention.

C) Organization representation and strategic partnerships

Working closely with the Department of Cooperation coordinator, represents FEC in Guinea-Bissau, through:

Contact with the Government of Guinea-Bissau, embassies/delegations, United Nations and other international organizations, donors and other partners, including the media, with the aim of strengthening FECís credibility among them, and thus improve the organization's ability to meet the program objectives;
Active participation in the social structures of the Catholic Church, particularly the Projects Interdiocesan Commission, Caritas and others that are relevant for the proper fulfillment of FECís goals;

Establishes the necessary institutional contacts for the intervention successful implementation and formalizes the partnership contracts with the local authorities, strengthening the spirit of cooperation;
Provides guidance and support to partner entities, by phone, fax or e-mail, or directly through field visits.

D) Communication and Image

In collaboration with both the Department of Cooperation and the Department of Communication oversees the communication program implementation in Guinea-Bissau, ensuring its proper execution;
Writes articles on some intervention relevant subjects under its direct responsibility, for publication in FEC's website;
Prepares articles for FECís annual magazine on education in Guinea-Bissau;
Supports the implementation of other activities in FECís communication plan for Guinea-Bissau;
Respects the disclosure agreements of donorsí and partnersí support associated with the intervention;
Assists in creating conditions to promote the institution good name within the community, target audience and FEC partners.

E) Intervention monitoring and evaluation

In collaboration with the Department of Cooperation, oversees the implementation of the monitoring and evaluation devices;
Supports the design of the intervention evaluation models;
Supports the development, reformulation and implementation of instruments to measure the indicators of effectiveness, efficiency and impact of the intervention;
Monitors and suggests modifications to the intervention, based on the indicators and on the observations and discussions with the target group, trainers, FEC technicians, regional teams and partners;
Actively participates in the monitoring and evaluation missions (interim and final) and the drafting of their reports;
Evaluates the staff technical progress in Guinea-Bissau.

F) Expected products and presentation date

Scientific publication on education and Portuguese language in Guinea-Bissau, published at the end of each year;
Technical and administrative file concerning its activities, in digital and paper formats, delivered at the end of each year;
Array of tasks and procedures related to its functions, in digital format, delivered at the end of each year.

Degree in Management, Economics, Social Sciences and Humanities or proven experience in similar functions;
Microsoft Office;
Fluency in Portuguese and English;
Knowledge of the logical framework project management methodology;
Knowledge of Guinea-Bissauís social and cultural reality.


At least 2 years of humanitarian work, including project cycle management, preferably in a Portuguese speaking African country (PALOP) context;
Experience in strategic thinking and planning, in priorities setting, in preparing working plans and progress evaluation;
Experience on working with organizations in one of the Portuguese speaking countries.


Commitment to the fight against poverty;
Commitment to the empowerment of local institutions based on mutual respect and the principle of partnership;
Willingness to travel in the country of intervention, particularly in areas under the project, or others according to needs;
Commitment to FECīs working philosophy, including respect for international law and values ​​underlying the Universal Declaration of Human Rights and other counterparts.


Working schedule - Full-time (40 hours per week, flexible according to needs); - Schedule to be determined according to convenience.

Contract duration Contract duration of 1 year, with a renewal possibility, depending on the performance evaluation.

The annual evaluation by FECís country program coordinator will review the TRs and may also result in their modification.
