In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On IMEC, MSI will provide verification, monitoring and evaluation, reporting throughout Pakistan, and across all projects that USAID is supporting. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.
The Accountant/Bookkeeper for the IMEC project office is responsible for the payment and tracking of all costs incurred under the project in Pakistan. Costs need not only to be described and kept accountable by the maintenance of receipts, but also allocated to the correct place in the projects budget. This position requires proficiency in Microsoft Excel and Quickbooks, as well as a familiarity with Pakistani business practices.

Report to Senior Office Manager;
Confirm allocability of all costs incurred under IMEC project;
Payment of bills to local vendors;
Maintain receipts for all payments made to local vendors;
Review monthly accounting reports to headquarters;
Record petty cash balance; and
Other responsibilities as assigned by Chief of Party and Senior Office Manager
CPA/degree in Accounting required;
Must have significant experience using Excel and Quickbooks;
Fluency in English and Urdu; fluency in other regional languages desired;
Knowledge of FAR, ADS, and USAID procurement regulations desired;
Exhibit the highest standards of integrity, professionalism, and impartiality;
Excellent interpersonal and communication skills (writing and speaking);
Highly organized work habits, attention to detail;
Willing to travel to field offices, as needed; and
Experience working with the US Agency for International Development and other international donors desired.
