The Program Development Specialist position will support ChildFund International’s overall grant acquisition and management strategy.  The Specialist will support the proposal development process from capture through negotiations as a key member of the proposal development team.  The Specialist will take the lead in coordinating the overall proposal submission while at the same time being the lead on the development of the cost application.   


* Lead the development of the cost application based on RFA/RFP/IQC requirements.
* Research funding opportunities, participate in a capture planning process, draft capacity statements and problem analysis, and contribute to the development of a proposal strategy.
* Prepare proposal budgets in collaboration with proposal teams and write budget narratives.  Work with sub-recipients to develop budgets.
* Review proposal budgets for accuracy and adherence to donor requirements.
* Ensure headquarters, regional and country support costs are appropriately represented within each budget submission.
* Participates in developing, reviewing, and refining technical and cost proposals to ensure final proposal meets the RFA/RFP requirements.
* Work with ChildFund national offices to acquire and confirm cost proposal unit costs.
* Undertakes business intelligence research to help position company/guide strategic planning.
* Researches and analyzes funding trends among key donors/clients.
* Identify training needs to support the business development strategy at the national and regional office level, develop training modules, and provide training.
* Train ChildFund national offices in budget preparation, modification, and analysis to improve their capacity to build donor relationship and participate effectively in U.S.-sourced grant and contract opportunities.
* Update budget templates in response to different donor requirements.
* Provide technical and managerial support for select grant-funded projects.
* Oversee and maintain the global business development pipeline.
* Lead the development of award and revenue reports to be shared with Senior and Global Management Teams.
* Represent ChildFund at conferences, as well as meetings with prospective partners and funders.


* Specific training in USAID regulations, budgeting, and/or budget management for USAID projects required.
* Proven budgeting skills including developing cost proposals with knowledge of pricing for grants, cooperative agreements, and contracts including IQC FFP and CPFF.
* Experience with and knowledge of USG donors (i.e. USAID, DOL, State, etc.) multilateral, foundations, and other institutions’ grant making initiatives, policies, procedures, grants management processes, and regulations.
* Demonstrated experience supporting management of USG projects.
* In-depth knowledge of Word, Excel, Powerpoint, Visio, Project, and Adobe.
* Must have the ability to coordinate multiple projects simultaneously, work well under pressure and meet deadlines.
* Between 2 – 5 years international development/non-profit experience required.
* Travel to ChildFund’s regions to collaborate with national and regional staff to support ChildFund’s grant acquisition strategy. 

BA/BS required.  MA or equivalent experience in international relations or related field preferred
