Senior Project Specialist for Administrative Decentralization, Administrative Reform Project, Baghdad

Project Summary: Management Systems International, an international development consulting firm based in Washington, D.C., is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the GOI’s public institutions in order to improve services delivery processes through better governance and resource management approaches.

Position Summary: The Senior Specialist is a member of the professional staff of IARP and is expected to provide pertinent expert advice to management of the project as well as representatives from the Government of Iraq (GOI). Work includes a variety of complex problem-solving, reporting, monitoring, and analytical duties, as well as overseeing the activities of other designated staff members. This position will also entail coordination with team leaders and other IARP technical teams.


• Assist AD component management to devise solutions to technical and operational issues that will arise during the project's implementation.
• Supervise the activities of coordinators, assistants, and other staff in the AD component management office.
• Liaison, coordinates, and provides operational assistance as needed to AD component management as well as the various AD core area advisors to ensure effective delivery of services to GoI counterparts.
• Work to facilitate and ensure the successful completion of all of the activities found in the AD component's annual work plans.
• Collect information and prepare analyses pertaining to USAID/Tarabot's activities in areas including technical issues or opportunities for decentralization, for presentation to AD component management.
• Maintain and manage contacts with numerous GoI counterpart institutions in order to serve as a direct liaison of the project when called upon.
• Draft official correspondence to officials and counterparts in the GoI.
• Prepare summary reports as necessary to fulfill monitoring and reporting requirements.
• Carry out all other duties as requested by the AD team leader or other advisors as requested.

Education: Completion of education with a minimum of a BA/BS degree in Business Administration, Government, Law, or another relevant field is required. Advanced degrees are advantageous. Additional professional certifications or training will be viewed favorably.

Experience Demonstrated experience in progressively responsible, professional-level experience in a professional, technical, or administrative management field is required. Prior experience with USAID projects is desirable.

Language Proficiency: Full fluency in both Arabic and English in speaking, reading, and writing (Level IV) is required

Knowledge: Professional knowledge of the day-to-day operations of complex and multifaceted projects and USAID compliance requirements is highly desirable. Experience with GoI institutions, the Iraqi legal system, or other relevant knowledge is also desirable.

Skills and Abilities: In addition to a technical background in a relevant field, this position requires strong supervisory, organizational, and administrative skills. The incumbent should be equipped to regularly produce basic analysis and present ideas and complex arguments, in writing and in oral presentations, in a logical and persuasive manner. Ability to work effectively in a multicultural, multinational team environment is required. Strong computer skills for document preparation (e.g. Microsoft Word, Excel, Power point) are required.
