Project/Proposal Summary:
Management Systems International is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the GOI’s public institutions in order to improve services delivery processes through better governance and resource management approaches.

Position Summary:
The Procurement Advisor is a member of the professional staff of IARP and is expected to provide analyses, advice, and solutions to management of the project as well as representatives from the Government of Iraq (GOI). Work includes a variety of legal review, complex analyses, and creative problem-solving as well as establishing and maintaining relationships with high-level GoI counterparts.

** Please note that this is a local position. Only Iraqi citizens are eligible to apply.**


• Assist to standardize and deliver project offerings to the client for improving the Iraqi procurement cycle, including: procurement planning, standard bidding documents, bid evaluation, turn-key contracts, and more.
• Offer technical assistance to GoI counterparts in the various facets of procurement.
• Conduct visits to ministries to identify obstacles in the procurement process, and to develop and recommend plans and solutions in line with internationally-recognized best practices (such as those laid out by the World Bank).
• Provide technical assistance to GoI counterparts in the field of procurement, including standard bidding documents, bid evaluation skills, planning, and more.
• Engage with GoI counterparts to implement rigorous capacity-building programs to help strengthen the procurement systems in Iraq.
• Prepare summary analytical and research reports for presentation to GoI decision-makers on ways and methods to improve procurement in Iraq.

• Completion of education with a BA/BS in Procurement, Finance, or Business Administration.
• Minimum of seven to ten years of progressively responsible, relevant experience.
• Arabic and English fluency is required for this position;
• Demonstrated understanding of Iraqi laws and regulations and how they relate to procurement.
• Knowledge of the structure, bureaucracy, and day-to-day operations of the GoI.
• Prior experience with USAID projects is highly desirable
