Management Systems International is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the GOIs public institutions in order to improve services delivery processes through better governance and resource management approaches.
The Advisor is a member of the professional staff of IARP and is expected to provide analyses, advice, and solutions to management of the project as well as representatives from the Government of Iraq (GOI) concerning the Iraq Development Management System (IDMS), developed by the Ministry of Planning (MoP) in conjunction with USAID and the UNDP, among others. Work includes a variety of complex analyses, capacity-building activities, and creative problem-solving as well as establishing and maintaining relationships with high-level GoI counterparts.

Conduct visits to ministries to identify obstacles pertaining to the implementation of the IDMS and to develop and recommend plans and solutions that address these obstacles.
Work with the MoP to enhance the features and functions of the IDMS.
Assist to design new features of the IDMS, including modules that automate segments of the procurement, project management, and monitoring processes for capital investment projects.
Carry out on-the-job training and coaching for GoI entities on the use of the IDMS system.
Carry out a broad awareness campaign to raise the profile of the IDMS in relevant GoI spheres through events such as workshops and conferences.
Assist to prepare high-level presentations for GoI counterparts and USAID officials.
Fulfill project reporting requirements as requested.
Carry out other duties as requested by the designated team leader.
Completion of education with a BA/BS degree in Engineering, Computer Science, Public Administration, or related field is required;
Demonstrated substantial experience in relevant field;
Arabic and English fluency is required for this position;
Prior knowledge of the IDMS and GoI entities making use of it is very beneficial;
Prior experience with USAID projects is highly desirable;
