Project/Proposal Summary:
Management Systems International is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the GOI’s public institutions in order to improve services delivery processes through better governance and resource management approaches.

Position Summary:
As part of Tarabot's Administrative Decentralization team, the Process Development Advisor will manage the process development aspects of the administrative decentralization process at the national and provincial level. This is a full-time position based in Baghdad, Iraq.


• Work with Iraqi ministries, governors' offices, and other project team leaders to carry out assessments to identify weaknesses in their organization's functions.
• Create development plans that are based on clear objectives and employ systems design, automation, and internationally-recognized tools such as OSTP, Six Sigma, and ISO9000.
• Work with the targeted institutions to go through the improvement process and achieve the set targets outlined in the above-mentioned plans.
• Employ recognized systems analysis tools in the practice of process improvement.
• Assist civil servants in the targeted public institutions to reach target goals through on-the-job training, coaching, mentoring, and other forms of professional development.
• Manage and oversee the USAID/Tarabot Process Development Team in a demanding, politically complex environment. This requires superior management, coordination, and monitoring skills.
• Develop, maintain, and manage contacts with officials from the GoI in a professional manner.
• Meet all project reporting requirements

• Completion of education with a minimum of a MA/MSc degree in Systems Analysis, Engineering, Public Administration, Business Administration, or other relevant field.
• Minimum of eight to ten years of progressively responsible, relevant experience
• Professional-level proficiency in Arabic is highly desirable for this position;
• Demonstrated success in process automation and organizational development is required.
• Prior experience with USAID projects is highly desirable
• Willingness to be based in Baghdad, Iraq
