Project/Proposal Summary:
Management Systems International is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the GOI’s public institutions in order to improve services delivery processes through better governance and resource management approaches.

Position Summary:
The Ministries Team Leader is a member of the professional staff of IARP and is expected to provide expert advice to management of the project as well as representatives from the Government of Iraq (GOI), particularly those in the designated ministries. The Team Leader will oversee the activities of his/her designated staff members with the aim of reaching large-scale programmatic objectives.


• Establish and nurture effective professional relationships with the designated ministries.
• Prepare an annual work plan for AD activities to take place within each targeted ministry.
• Manage a team consisting of CCNs embedded within the respective ministries.
• Assist ministries to better design, implement, and manage capital investment projects, with an emphasis on planning, procurement, management, and monitoring.
• Support targeted service delivery units in each ministry to strengthen their service functions using tools such as ISO9000, OSTP, or Lean Six Sigma
• Assist ministries to establish pilot "one-stop-shop" service delivery units in selected provinces.
• Assist ministries to draft Standard Operating Procedures manuals.
• Monitor progress with each assigned ministry to ensure that all milestones are met.
• Fulfill all project reporting requirements.

• Completion of education with a minimum of a MA/MSc degree in Public Administration, Business Administration, or other relevant field.
• Minimum of eight to ten years of progressively responsible, relevant experience
• Arabic and English fluency is required for this position;
• Demonstrated experience with Iraqi government structure, bureaucracy and protocol is extremely beneficial.
• Prior experience with USAID projects is highly desirable
• Willingness to be based in Baghdad, Iraq
