DIRECTOR OF COMMUNICATIONS
Under the direct supervision of the IPU Secretary General, the Director of Communications is responsible for forging a new image for the IPU by drafting and implementing a new communications strategy providing a single and coordinated communications message and image for the IPU. The position requires deep political understanding and the necessary vision to engage with the present and future of the organisation with a view to reshaping its public image.
The Director of Communications will:
Develop a new and comprehensive communication strategy for the IPU, including a variety of communication products and services, and oversee and coordinate its implementation by all organizational units in the Secretariat; ensure a single coordinated and coherent message from the IPU and work closely with the President and senior political leaders of the IPU and the heads of all organizational units for that purpose; take direction from the IPU Secretary General and report directly to the Secretary General;
Plan, supervise and manage the public information products and outreach activities of the IPU and develop and implement the budget for those activities; lead and direct a team of public information staff, plan and allocate staff assignments, coach, mentor and evaluate staff, participate in recruitment and selection of new staff and in the development of office-wide training programmes;
Assume overall responsibility for the development and maintenance of the IPU Website and turn it into a modern, dynamic and interactive tool that serves the needs of parliaments worldwide and is accessible to a wider public; build and coordinate the work of a team of colleagues in all organizational units of the Secretariat that will provide input to the website and help ensure it is updated on a daily basis;
Design and implement a media relations policy that takes into account the development of new media and places greater emphasis on and makes use of new social media (blogs, facebook, twitter); provide services to traditional media and assist parliaments in reaching out to them, particularly on the occasion of major IPU meetings and other activities;
Write, design and produce special information products, such as the annual report on the work of the IPU, articles and op-eds for submission to major international dailies and weeklies, major speeches for the IPU President and the Secretary General;
Act as spokesperson for the IPU, chair press conferences, respond to queries from national and international media and give interviews upon request on behalf of the IPU Secretary General.
The incumbent will be familiar with a wide range of global political issues, in particular as they relate to democracy, governance and the life of parliaments. He/she will have substantive knowledge in the field of communications and public information and the ability to address a broad range of topical issues related to IPU requirements.
Given the language in which most of the world’s media communicate, he/she will have perfect knowledge of English and a demonstrated ability to produce a variety of written communications products with style, clarity and precision on matters that can be highly politically sensitive; speak clearly and effectively; listen to others, correctly interpret messages from others and respond appropriately. The incumbent will also have a good command of French, the IPU’s other working language. Knowledge of other languages an asset.
The incumbent will be able to design and implement communications campaigns and media relations, have experience of the workings of parliaments and understand how outreach activities should be adapted to different parliamentary systems.
The incumbent will work collaboratively with colleagues to achieve organizational goals; solicit input by valuing others’ ideas and expertise; be willing to learn from others; place team agenda before personal agenda; support team accomplishments and accept joint responsibility for shortcomings.
The incumbent will develop plans that are consistent with agreed strategies to which he/she will contribute; identify priority activities and assignments; adjust priorities as required; identify the appropriate amount of time and resources for completing work; foresee risks and allow for contingencies when planning.
The incumbent will delegate the appropriate responsibility, accountability and decision-making authority; ensuring that roles, responsibilities and reporting lines are clear to each staff member; accurately judge the amount of time and resources needed to accomplish a task and match task to skills; monitor progress against milestones and deadlines; regularly discuss performance and provide feedback and coaching to staff; encourage risk-taking and support creativity and initiative; actively support the development and career aspirations of staff; appraise performance fairly.
The incumbent will have good analytical skills, be able to deliver under pressure, to develop an extensive global network of media contacts and will have a strong sense of team leadership and management.
Advanced university degree and
At least ten years of relevant experience, preferably in an international organisation.
Extensive experience in developing, implementing and evaluating communication strategies, reputation and brand management, media relations, outreach and campaigns and in assuming the role of chief spokesperson
Knowledge of and experience in new and social media trends and tactics, digital communications and publications, media metrics and measurement and video and audio production
The Inter Parliamentary Union offers an attractive salary and benefits package comparable to that of other international organizations headquartered in New York or Geneva. The net salary for this position is between USD 80’629 and USD 97’853 (plus a cost of living adjustment) commensurate with education and experience.
