VACANCY ANNOUNCEMENT
Programme Officer Assistant to the Secretary-General
The International Commission of Jurists (ICJ) is a worldwide network of judges and lawyers
united in affirming international law and rule of law principles that advance human rights.
We are recruiting, for the ICJ International Secretariat in Geneva, a Programme Officer Assistant to
the Secretary-General (POASG) responsible for enhancing the capacity and effectiveness of the
Secretary-General (SG) in his role as head of the ICJ Secretariat. The POASG works closely with
and assists the SG in all aspects and is in charge of liaising with the ICJ Network.
The ideal candidate is, or has been working for at least five years in administration and has
experience supporting a senior manager in the performance of his/her responsibilities. He/she has
strong communication, organisational and time-management skills and is fluent in English with
excellent writing and editing skills.
RESPONSIBILITIES
Reporting directly to the SG, the Programme Officer Assistant to the Secretary-General has the
following responsibilities:
• Strengthen and manage the efficient flow of communication between the Secretary-General and
ICJ staff, the ICJ Network and outside interlocutors and partners;
• Keep ongoing liaison with the EXCO, Commissioners and the broader ICJ Network, followup
on their requests and correspondence and organise conference calls and elections;
• Coordinate the logistics of the Executive Committee’s semi-annual meetings with the ICJ
Secretariat.
• Coordinate the Secretary-General’s daily schedule, taking responsibility to ensure the most
effective use of the SG’s time. Develop necessary systems and procedures to increase efficiency;
• Take a lead on coordinating the Secretary-General’s missions. Coordinate logistics, including
visa requests, travel and accommodation bookings, and securing external meetings;
Communicate with relevant staff to ensure travel are organised in a timely and efficient way;
• Assist the Secretary-General in developing his relations with relevant high-level governmental
and inter-governmental officials, diplomats, directors of relevant NGOs, donors and academic
institutions and other interlocutors or partners, with the aim of increasing the profile and
impact of ICJ’s work;
• Assist the SG in implementing the various programmes he administers. Research, edit and/or
draft the Secretary-General’s correspondence and relevant official documents, speeches,
presentations, reports and grant proposals;
• Prepare briefs on particular background issues as the Secretary-General requests;
• Record, follow-up, monitor and, where appropriate, ensure implementation, of initiatives and
decisions taken by the Secretary-General;
• As requested by the Secretary-General, accompany the Secretary-General to external meetings
as necessary. Take appropriate notes and follow-up action.

QUALIFICATIONS
The successful candidate will have:
Education & Experience
• Advanced university degree or equivalent in public administration and/or management;
• Minimum 5 years of experience in administration;
• Experience working as a personal assistant at executive level;
• Work experience in an international organisation.
Essential Skills
• Excellent organisational, planning and time-management skills, ability to take initiative and
capacity to adapt to changing priorities and needs;
• Flexibility, patience, diplomacy and ability to communicate clearly and politely with a wide
range of people;
• Excellent interpersonal skills, ability to work well as part of a team and thrive in a fast-paced,
multicultural environment;
• Excellent English communication and editing skills and an eye for detail. Good working
knowledge of French and Spanish an asset;
• Advanced computer skills, especially with Microsoft Office and Mac proficiency;
Highly Desirable
• Commitment to and knowledge of human rights law.
