Job Description: PSI Senior Policy and Advocacy Officer Location: PSI Head Office, Ferney-Voltaire Team: Policy and Strategy Team Travel: 15-20% travel requirement Date: June 24, 2011 Public Services International (PSI) is seeking a Senior Policy and Advocacy Officer with strong analytical skills and who is excellent in formulating policy. The person will possess the ability to connect policy to direct actions. The public sector is under attack in many countries in the aftermath of the global recession and public sector employees and their unions are often wrongly blamed for the crisis and are therefore facing strong attacks from governments, corporate companies and media. PSI needs to improve the ability to be responsive and proactive to changing global conditions, to support our affiliated organisations in their campaigns and to promote the general reputation of PSI as a progressive international trade union organisation. To do so we need to strengthen our capacity to translate complicated issues into clear actions. PSI is influencing a number of international organisations like the ILO, WHO, WTO, OECD, The World Bank and IMF. PSI is working closely together with other Global Union Federations and ITUC. The officer will play the leading role in this work. The Senior Policy and Advocacy Officer will work closely together with the General Secretary and the officers in Head Office and in our regions to secure that PSI policy is coherent worldwide. Overall responsibilities:
 Lobbying and advocacy of intergovernmental organisations
 Advisor to the General Secretary
 Perform analysis and develop campaign tools
 Develop and coordinate PSI policy and strategy
 Monitoring public sector development
Assigned Duties: The officer will work under the overall supervision of the General Secretary. She/he will work in close collaboration with the other members of the Policy and Strategy Team (PST) and with the Regional Secretaries. She/he will act as secretary for the Programme and Policy Advisory Group. The officer will:

 Perform lobbying and advocacy
 Provide policy advisory support to PSI
 Produce reports and briefings
 Produce solid input for speeches and presentations
 Consolidate draft policies from different PSI sectors and areas of activity in preparation for adoption by constitutional bodies
 Share knowledge amongst affiliates and staff
 Monitor key labour and public service policy developments, paying particular attention to major emerging trends and challenges
 Draft technical and methodological papers on selected policy issues
 Supervise and coordinate PSI research activities
 Perform any other policy related duties as required.
Required Qualifications Education:
 Advanced university degree in economics, development economics, development studies, social science or related fields.
 A broad background in economy, public policy and trade union issues
Skills:
 Strong analytical and problem solving skills
 Direct campaign experience
 Ability to work effectively with internal and external partners and with PSI affiliates
 Capacity to deliver within set quality standards and within deadlines
 Ability to work independently and interact within a team
 Strong in handling multiple tasks and priorities
 High level of integrity and commitment to professional responsibilities
 Good collaboration, planning and organizational skills
 Capacity to question one's work, and to seek continual improvement
Experience: 5 Ė 10 years of experience in similar function within the trade union movement, political party, civil society / international organisation or similar. Experience in working with international and multicultural environments Languages:
Excellent knowledge of English and knowledge of Spanish and/or French desirable.
