Project Summary:

In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On IMEC, MSI will provide verification, monitoring and evaluation, reporting throughout Pakistan, and across all projects that USAID is supporting. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.

Position Summary:

Senior GIS and Remote Sensing Specialist works in IT unit within IMEC that will monitor all USAID-supported projects in Pakistan.

· Generate geospatial products and supporting graphics to reinforce Monitoring and Evaluation of projects;

· Maintain a real-time matrix on all datasets;

· Process Satellite/Aerial Imagery using Remote Sensing Technologies;

· Develop and establish GIS tracking systems for use within the program, complementary to other tools, to ensure effective tracking of geospatial data relevant to planning, monitoring and evaluation of projects;

· Support the IT Architect with routine maintenance and implementation of effective monitoring and evaluation systems of project and project activities, in line with logical frameworks;

· Provide support and recommendations to and implementation of GIS best practices on Monitoring and Evaluation Systems;

· Be prepared to provide GIS/M&E advisory and administrative support to the project

· Conduct GIS training/workshops; and

· Performs other duties as assigned by the management.


· BS IT/CS (4 Years preferable);

· 10 years’ experience in relevant area;

· Strong Knowledge in ESRI ArcGIS, ERDAS Imagine;

· Remote Sensing Experience;

· Strong Knowledge and Experience in Monitoring and Evaluation Systems;

· Strong Knowledge in Geographic Information Systems;

· Strong communication and organization skills;

· Able to produce high quality work under deadlines;

· Ability to manage multiple assignments; and

· Good internal and external customer and vendor relations skills while ensuring procedure compliance.
