Requirements for the position
The Public Awareness Expert will assist other project experts in raising community initiatives in development and implementation of social contracting schemes.

Specific professional experience
Preferably at least 2 years experience of a work as a PR expert in international projects. Experience in launching PR campaigns at national and local levels.

TERMS OF REFERENCE
Project: Introducing Social Contracting to Improve Social Service Delivery

Job Title: Key expert 5: Public Awareness Expert
Location: Kyiv, Ukraine, with travel to regions
Minimum Input: 20 working months over a period of 30 months
Provisional start-up date: 15 December 2007 (subject to re-launch of the project)

Background
CARE is currently seeking applications for the position of Public Awareness Expert for the project Introducing Social Contracting to Improve Social service Delivery. Applications must be sent in standard EU format by 15 November 2007

Requirements for the position

The Public Awareness Expert will assist other project experts in raising community initiatives in development and implementation of social contracting schemes.

Qualifications and skills

· He/she should have a university degree in journalism, or media communication.
· Fluency in written and spoken English is required.
· Knowledge of Ukrainian/Russian language is an important asset.

General professional experience
· At least 7 years experience in the area of public awareness or in the media as a journalist, but a minimum of 5 years required.

Specific professional experience
· Preferably at least 2 years experience of a work as a PR expert in international projects.
· Experience in launching PR campaigns at national and local levels.

Applicants must:
